Lukas is stuck in Vamp City until the magic is renewed. The story arc that resolves that situation is the primary Vamp City story arc (Quinn and Arturo’s) that wraps up in OF BLOOD AND PASSION. So until the Vamp City series is completed, Lukas won’t be able to get back to Elizabeth.
